As the new year approached, a spokesman for the British Home Office offered a thought that will be worth repeating, and perhaps chanting, on many public occasions:
"Progress has been significantly re-engineered as the scale and complexity of impact became apparent."
This timely, timeless observation appeared in a December 30, 2005 article in the Cambridge Evening News. (That article, by the way, is a "man bites dog" news story that begins "A computer system ordered to prevent police intelligence failings identified following the Soham murder inquiry is three years behind schedule….")
