"Weather as a Force Multiplier: Owning the Weather in 2025" is the title of a nine-year-old U.S. Air Force "research paper" that says:
In 2025, US aerospace forces can ‘own the weather’ by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible…. The purpose of this paper is to outline a strategy for the use of a future weather-modification system to achieve military objectives…
The authors are: Col. Tamzy J. House; Lt. Col. James B. Near, Jr.; LTC William B. Shields; Maj. Ronald J. Celentano; Maj. David M. Husband; Maj. Ann E. Mercer; and Maj. James E. Pugh. They offer reassurance to the easily panicked:
However, as one would expect based on a storm?s energy level, current scientific literature indicates that there are definite physical limits on mankind?s ability to modify storm systems. By taking this into account along with political, environmental, economic, legal, and moral considerations, we will confine our analysis of storms to localized thunderstorms and thus do not consider major storm systems such as hurricanes or intense low-pressure systems.
